State Government of Odisha signs three comprehensive MoUs to enhance heritage conservation, adventure tourism, and Buddhist circuit development

In a significant stride towards establishing Odisha as a premier global tourism destination, the state government has entered into three strategic partnerships with renowned institutions to bolster its tourism infrastructure and heritage conservation initiatives. The memorandums of understanding (MoU) were formalized in the presence of Deputy Chief Minister Pravati Parida, who emphasized the transformative potential of these collaborations. "These strategic partnerships embody our comprehensive approach to heritage conservation, tourism diversification, and expanding Odisha's international presence through systematic implementation," Deputy CM Parida stated during the signing ceremony.
The first agreement establishes a collaboration with the Indian Institute of Technology Madras (IIT-Madras), specifically targeting heritage conservation initiatives across Odisha’s heritage sites. This partnership will deploy advanced scientific methodologies for conducting structural assessments and implementing conservation measures for the state's historic monuments. The IIT-Madras collaboration encompasses comprehensive documentation protocols, advanced material testing procedures, geo-technical investigations, and the development of detailed project implementation reports. The initiative also includes sustainable heritage reuse strategies and specialized project management consultancy services, ensuring the long-term preservation of Odisha's archaeological and cultural treasures.
The second MoU has been executed with the National Institute of Water Sports (NIWS), Goa, focusing on the expansion of adventure tourism opportunities throughout the state. This partnership aims to establish internationally recognized safety protocols, conduct regular safety audits, and implement comprehensive capacity-building programs for adventure tourism operators, certified lifeguards, and service providers. Given Odisha's extensive coastline and abundant water resources, state officials recognize substantial potential for adventure tourism development while simultaneously creating sustainable livelihood opportunities for local communities. The collaboration will ensure adherence to global safety standards while promoting responsible tourism practices.
The third partnership involves the Light of Buddhadharma Foundation International (LBDFI), working in conjunction with the Odia Language, Literature, and Culture Department to revitalize the Buddhist heritage circuit of Odisha. This comprehensive initiative focuses on the historic Buddhist sites of Dhauli, Lalitgiri, Udayagiri, and Ratnagiri.
Culture Minister Suraj characterized the Buddhist tourism initiative as a landmark endeavour to resurrect Odisha's exceptional cultural heritage. The partnership will facilitate annual ceremonial programs at significant Buddhist locations, enhance visitor infrastructure and amenities, develop sophisticated digital engagement platforms, and curate specialized cultural and academic programs that highlight Odisha's Buddhist legacy and the philosophical teachings of Guru Padmasambhava. Chief Secretary Manoj Ahuja emphasized tourism's integral role in Odisha's Vision 2036 development framework, noting that the sector serves multiple objectives beyond economic growth. "Tourism development in Odisha represents a multifaceted approach that simultaneously drives economic advancement, preserves our cultural identity, and generates sustainable employment opportunities for our citizens," Ahuja observed.
The comprehensive tourism development strategy encompasses heritage conservation, India's best practices, while positioning Odisha’s heritage sites as world-class destinations for cultural and spiritual tourism. These initiatives are expected to significantly enhance Odisha tourism development prospects and establish the state as a leading destination in India's cultural tourism landscape. The state government's systematic approach to tourism infrastructure development reflects its commitment to preserving cultural heritage while creating modern tourism experiences that meet international standards and expectations.
